《北华捷报》由英国商人亨利·奚安门于1850年8月3日在上海英租界创办。自1859年起,《北华捷报》被英国驻沪领事馆指定为公署文告发布机关,被视为“英国官报”。
本书则选取1936-1949年有关“温州”(Wenchow)的主要新闻报道和评论,并按照编年顺序加以编辑和翻译,对于学者研究近代温州地方史乃至更广范围内的区域史具有重要的资料价值。
