“一带一路”中非产能合作实践与展望

内容简介

本书属中社智库国家智库报告系列，毋庸置疑，经贸合作是“一带一路”建设的重要内容之一，而基础设施联通和国际产能合作又是经贸合作的两个重要引擎。国际产能合作主要是围绕生产能力新建、转移和提升的国际合作，以企业为主体、市场为导向，以制造业及相关基础设施、能源资源开发为主要领域，以直接投资、工程承包、装备贸易和技术合作为主要形式。为此，中非产能合作的实施也正围绕着基础设施与园区建设推进。虽然，“一带一路”国际高峰论坛已经正式将全非洲通盘纳入“一带一路”建设，但事实上，由于非洲国家众多，国家间经济发展水平相差悬殊，中国有关部门正在有针对性地试点推进以互通互联和工业化建设为核心的中非产能合作。例如，选择政局稳定、经济增速和一体化进程较快、对华长期友好的东非地区为中非产能合作的优先“试水区”；优选南非这个非洲大陆经济强国为重点实施国家，选定明代郑和下西洋到过的肯尼亚、坦桑尼亚，以及非洲第二人口大国埃塞俄比亚，还有中部非洲的刚果（布）为中非产能合作的先行先试国家。目前，在上述非洲国家和地区都有代表性项目发力对接，有的已经取得阶段性成果，本书为对中非产能合作的回顾、分析、政策建议、展望。
